IrCOll grant that itrCOs rarely been enforced, at least before VAR.
If encroachment is defined by someone from either team stepping into
the penalty area or the arc on top of it, I would guess that almost all
of the penalty kicks would have to be retaken.  If this is ever fully automated, we will have some comedy action for a long time until players
get used to it.  Human referee crews would not survive if they attempted
to fully enforce this rule in everyday games.
Another encroachment that seems to no longer be punished, is that I've
stopped seeing players "respecting the required distance when play is
restarted with a dropped ball, corner kick, free kick or throw-in", and
be cautioned for it, specially when they step in front of the ball way
before the referee calls for a "ceremonial" kick.  Since I've stopped refereeing 13 years ago this seems to have been forgotten by all referee
crews.  More work for our robotic crews of the future.
